Roger Zurbriggen says rubbish can cause serious injury or death in cows.

Currently, the fine is CHF 40. Zurbriggen believes this is far too low to provide a deterrent and says it should be raised by as much as 100 times.

If a third of the Lucerne parliament agrees – the idea will move forward to allow for a defined legal framework to be developed before a final vote.
