Business Report: UK's Barclays fined 431 million francs
Barclays bank will pay 431 million francs to American and British regulators to settle allegations of interest rate manipulate. Henk Potts reports on this and has more on the EU summit which begins later today and Glencore battling to save its Xstrata bid:
