Will it take a terrorist act on Swiss soil to change law?

The Federal Intelligence Services—the country’s spies—released a security report for 2012. Among the chief concerns are people who’ve traveled to Islamist training centers in Somalia, Afghanistan or Pakistan. Swiss law forbids some of the spy basics—like phone taps or bugging. Defense Minister Ueli Maurer wants a change in the law. Federal Intelligence Service chief Markus Seiler first speaks on RTS radio.
